PURPOSE: To impose equal origination restrictions whichever radio area the mobile terminal is present in by comparing position information from a radio telephone base station with an origination telephone number and detecting the speaking distance to the originating telephone opposite party, and imposing the origination restrictions according to the speaking distance. CONSTITUTION: The mobile terminal is provided with a position information registration part 141 which stores position information on a base station sent from the base station, an origination restriction content registration part 142 which stores the contents of the origination restrictions, and an origination restriction decision part 15 which compares the origination number inputted from an operation part 17 with the base station information on the base station stored in the position information registration part 141 and decides whether or not the base station is an object of origination restrictions stored in the origination restriction content registration part 142. Further, the moving body terminal reports the rejection of origination according to the decision result of the origination restriction decision part 15. Further, when the origination is rejected as a result of the decision making by the origination restriction decision part 15, origination is tried by a base station which can be connected by radio.
