PURPOSE: To provide a toner for developing an electrostatic charge image having a high density and no photographic fog, capable of obtaining an image having no internal omission and no ghost during a transfer, and rarely polluting a contact electrifier. CONSTITUTION: Inorganic oxide fine powder is added to the resin fine grains containing at least the quaternary ammonium salt having the organic anions with the volume of 0.3nm<3> or above so that the volume of the quaternary ammonium ions is larger than the volume of the organic anions and the sum of the volume of the quaternary ammonium ions and the volume of the organic anions is 0.8nm<3> or above in the calculated values obtained from the structural formula.
