PURPOSE: To provide the image forming device of a simultaneous developing and cleaning system in which the occurrence of memory is satisfactorily restrained and a photoreceptor is uniformly electrified by completely scattering developer left without being transferred by a rotating brush for electrification while restraining the deterioration of the durability of the photoreceptor caused by the shaving of the surface of the photoreceptor, so that an image excellent in quality is formed. CONSTITUTION: In this image forming device of the simultaneous developing and cleaning system using the rotating brush for electrification 21 functioning as the member for scattering the developer left without being transferred, the brush 21 is a rotating brush formed by providing fiber flocked fabric where conductive brush fibers are flocked on a ground fabric around a core bar 22, and the number N of brush fibers and the thickness D[μm] of one brush fiber taken out from one mesh formed of the warp and weft of the ground fabric concerning the fiber flocked fabric satisfy the condition of 1000<N×D<10000.
