The device uses a dancer system (5,6,9,10) for regulating the metal wire tension and the winding or paying-out velocity. The dancer system includes a proportional rotary magnet (9) coupled to an angle coder (10) and providing a rotary moment proportional to the supplied voltage. The device can be used for winding a metal wire filament for an electric lamp, with the wire supplied from a driven supply spool (2) rotated at a controlled rate, so that a constant drawing force is exerted on the wire.
