A device for shutting off a street, passage or access and/or to serve as a sign at a specific point is disclosed. It comprises two columns (1) located, for example, on each side of the road, each including two return pulleys (2a and 2b) at the top and a return pulley (3) at the bottom, an endless cable (4) running over these pulleys from one column to the other and serving as a ropeway to guide and pull two lugs attached to the cable. A tape (6) is housed in each column, one of its ends being connected to one of the lugs by a link (7) and the other end being connected to a weight (9). The direction of the tape run is changed at the top of the column by an angle piece (8). The device is particularly suitable for thoroughfare management, the provision of information, and for ensuring road user safety.
