PURPOSE: To change coding and decoding bit rates in calling in accordance with the quantity of a telephone call in a highly efficient voice coding/decoding device based upon vector quantization. CONSTITUTION: A voice coding device 1 is provided with a bit rate controller 10 for outputting bit rate control signals b-1 to b-N and bit rate control information (c) based upon signaling signal a-1 to a-N, plural voice coders 11-1 to 11-N for respectively encoding digital sound signals d-1 to d-N while being respectively controlled by the signals b-1 to b-N and a multiplexer 12 for multiplexing the information (c) and encoded sound signals e-1 to e-N. A sound decoding device 3 is provided with a multiplex separator 30 for separating a multiplex signal (g) into bit rate control information (j) and encoded sound signals h-1 to h-N, a bit rate controller 31 for outputting bit rate control signals k-1 to k-N and signaling signals m-1 to m-N from the information (j) and plural sound decoders 32-1 to 32-N for respectively decoding the signals h-1 to h-N while being respectively controlled by the control signals k-1 to k-N.
