PURPOSE: To eliminate the variations in fatigue strength within a treatment surface. CONSTITUTION: While the film thickness of an absorbent coating material (coating material) is measured by a film thickness gage 17b having a sensor 17a, spraying of the absorbent coating material is controlled by a coating material spraying controller 18, by which the coating film of a specified thickness is formed. The evaporation of the coating material and the impression of impact at the time of irradiation with a laser after formation of an overlay are, thereupon, made uniform and the impartation of the uniform residual compressive stresses on the surface of a target 16 is made possible. Then, the variations in the fatigue strength within the treatment surface are eliminated. |
