PURPOSE: To store the outline vector of a picture with a less storage capacity and to faithfully variable-magnify data to an input picture in accordance with a desired variable power ratio. CONSTITUTION: When a binary picture is inputted from a binary picture input part 11, an outline vector extraction part 12 extracts the outline vector and detects the position of an isolated point. The outline vector is variable-magnified in a vector variable magnification part 13, and the binary picture is reproduced in a binary picture reproduction part 15. The isolated point is converted into a position corresponding to the variable power ratio by an isolated point variable magnification processing part 14 and it is variable-magnified so that the number of points corresponding to the variable power ratio are gathered and they constitute the isolated point. Only a small storage capacity is required for the isolated point and it is variable-magnified by the precise variable power ratio corresponding to the variable power ratio.
