<p>PURPOSE: To realize coding and decoding of an image at a sable speed independently of an upper limit of an input and output speed of a storage device and a transmission line being input and output destination of coded data. CONSTITUTION: The coder for an image signal having a block part division means 1, an orthogonal transformation means 2, a quantization means 3 and a variable length coding means is provided with a band split means 4 splitting quantization coefficients into plural subsets being mutually prime, plural variable length coding means 5a, 5b, 5c applying variable length coding processing to each partial set of the quantization coefficient to obtain code data of each partial set and plural storage or transmission means 6a, 6b, 6c storing or sending individually the code data of each subset.</p> |
