PURPOSE: To improve the file efficiency by setting optimizingly number of pictures per second corresponding to 7 moving speed of a pattern when a total amount of motion vectors is a prescribed level or below thereby reducing the number of pictures. CONSTITUTION: A motion vector amount detection means 3 counts a motion vector amount per GOP of video information compressed by a video information compression means 2 and a de-framing amount discrimination means 4 decides number of de-frames per GOP depending whether or not the count exceeds a prescribed count. In this case, data of a B picture among compressed video data stored in a memory are eliminated at once by a disk format encoder 5 and header information to be allocated in the unit of one GOP or one picture is rewritten. In the case of a vector amount indicating a large motion, de- framing is reduced and in the case of a vector amount indicating a small motion, de-framing is increased to reduce a data amount to be recorded on an optical disk. Since the de-framing amount is varied with the motion of the image in this way, de-framing is not conspicuous to eyes. |
