PURPOSE: To certainly detect the impression of a postage meter on a postal item even if the impression is indistinct by reading an image on the postal item by a detecting device for the postage meter and extracting an impression image o a specified color from the image and recognizing the impression of the postage meter on the postal item from the feature of the impression image. CONSTITUTION: A postage meter consisting of round type impression and rectangular impression on a postal item P is printed in red ink. The postal item P taken out sheet by sheet in a takeout part 3 is sent to a detection part 21. Images of the upper half region and the lower half region on the face of the opposite side of the postal item P are optically read respectively. An impression image of red color for the postage meter is extracted between the read images in a red extraction circuit 35. Projection with a characteristic is made binary and rank of reliability is decided in a recognition part 36. Presence and the position of impression of the postage meter in the postal item P are finally decided in a decision part 40.
