<p>PURPOSE: To reduce processing loads on a host side and to reduce overlapping monitoring for the same monitoring object by handling identification information as one no matter how many times the same identification information is received within passing required time and transmitting the identification information only once to the host side. CONSTITUTION: An MPU 12 refers to the column of the passing required time and a reception time column in a transmission management table 136 and obtains the passing required time and the time information of the time when detection is performed for a first time.
