The seal consists of a plastics block (2) with a hole through it to receive the end of a thin flexible rod. The plastics block is made from a flexible insulating material which can be thermally welded, and is coloured with a substance which causes it to fade if tampered with. The surface of the seal block has an engraved design. The seal is in one piece by injection, and it has holes on each side of the central hole to provide reliable locking, which is effected by a tool.
