A microcapsule comprising an amorphous water-soluble physiologically active substance and a polymer; and a process for producing a microcapsule, which comprises dispersing in an aqueous phase a dispersion of an amorphous water-soluble physiologically active substance in a solution of a polymer in an organic solvent to prepare an s/o/w type emulsion and subjecting the emulsion to in-water drying.
