PURPOSE: To reduce the transmission cost of the control information between a mobile station and the communication network of a macrocell by sending also the control information generated when the mobile station is included in the microcell to the communication network via the macrocell when the control information is sent to the communication network of the microcell from the mobile station. CONSTITUTION: A macrocell C consists of a radio base station B which is connected to a 1st communication network A, and a microcell F consists of a radio station E which is connected to a 2nd communication network D of an enterpriser different from that of the network A. The macrocell C is overlaid on the microcell F. When a mobile station G, i.e., a subscriber of the network A is included in the microcell F, the station G talks with another subscriber via a base station E as shown by an arrow J. In the conventional technology, the information received from the station G is sent to the network A via the station E and the network D as shown by an arrow H and the extra cost is needed by intervention of the microcell F. In this example, however, the station G sends the control information to the network A of the self station via the station B placed on the side of the macrocell C as shown by an arrow I. Thereby the equipment cost is reduced for the microcell F since the station E is not used.
