PURPOSE:To reduce the frictional resistance between the roll part of a developing roller and pads for preventing the lateral leakage of a toner by forming protective layers of a resin having a low coefft. of friction and excellent in wear resistance at parts brought into sliding contact with the pads in the roll part of the developing roller. CONSTITUTION:A roll part 19 made of a rubber material based on ethylene- propylene rubber is vulcanized and bonded to the periphery of a metallic shaft 18 and protective layers 12 having a low coefft. of friction and excellent in wear resistance are formed at parts brought into contact with pads 10 for preventing the lateral leakage of a toner in the peripheral surfaces of both ends of the roll part 19 in the longitudinal direction to obtain the objective developing roller 14. The protective layers 12 are formed by coating the surface of the roll part 19 with a silicone-contg. urethane coating material. When the developing roller 14 is incorporated into a developing device, the frictional resistance between the roll part 19 and the pads 10 is reduced, the torque of the roller 14 is reduced and the durability of the roller 14 can be improved by improved wear resistance.
