<p>PURPOSE:To gather and provide proper information at emergency time of lifeline facilities by uniting an information infrastructure and a public infrastructure together. CONSTITUTION:A center monitor device 20 detects abnormality on the basis of information on the lifeline facilities which is gathered by decentralized monitor devices 46 and a meter inspection device 44. A risk management device 22 grasps the abnormal state and determines measures for the abnormality. On the basis of those pieces of information, a guide information management device 24 automatically generates guide information and sends it to consumers 42 in response to inquiries. When line congestion is detected, the guide information is distributed to telephone offices in respective areas and guide information providing means installed by the stations decentralize and provide the information. Consequently, a general consumer can easily obtain information regarding the lifeline facilities and the information can speedily be offered in emergency to evade the congestion of lines due to an excessive number of inquiries.</p> |
