The device is characterized in that a winding reel(5) and a supply reel(6) are assembled into a rocket formed in one-body with a compressing spring(9) and a cycle plate(11) to thereby operate in a vertical direction, in that the winding and supply reels are mounted to coincide with the winding spool(3) and the supply spool(4) so that the spools can be subjected to compress a compressing spring by pulling up the cycle plate, and in that the cycle plate formed in the rocket pulls the winding and supply spools by a recovery force of the compressing spring to thereby mount the cartridge(1).
