Producing waste granules with porous core and glassy coating

A filling and water-containing retentive mass is produced as a stiff foam, and mixed in a suitable unit with essentially dry, particulate waste, to produce a coating on the foam surface. A substantially closed, smooth, glazed surface shell is then formed over the water-containing foam core, by a very short term, intense heat treatment. The dried waste is powdered or finely granular, and at least at the surface, is hydrophobic and/or has a restricted moisture content.
