PURPOSE:To provide a grinding and mixing device wherein ceramics are not easily peeled from a substrate cylinder or disc or broken even when the cylinder or disc is rotated at high speed to perform grinding and mixing at high speed and a grinding mixer equipped therewith. CONSTITUTION:A grinding and mixing device is constituted so that ceramics 2 with mechanical strength of 500 MPa or more, fracture toughness of 4MPam/2 or more and Vickers hardiness of 9GPa or more are bonded to the inner surface of a cylinder 1 and a grinding mixer is equipped with the grinding and mixing device.
