PURPOSE:To change a bit rate while preventing quality degradation and to simplify circuit constitution further by providing a specified transcoder for performing output to a second medium device after changing the bit rate of multiplexed and compressed main signals. CONSTITUTION:After separating bit streams transmitted from a first medium device to the main signals and control signals by a separation circuit 2, a part to be changed corresponding to the bit rate of a change destination among the control signals is replaced and the new control signals are generated in a separation/change circuit 4. Then, output signals outputted from the separation circuit 2 are requantized based on the original or new control signals by a requantization circuit 5. Further, the main signals outputted from the requantization circuit 5 and the new control signals outputted from the separation/change circuit 4 are multiplexed and the bit streams to be an output object are generated by a multiplex circuit 7. |
