PURPOSE:To reduce block distortion by providing an in-frame mode to perform the encoding processing of an input image itself and an inter-frame mode to perform the encoding processing of difference between an image just before a frame and a decoded image. CONSTITUTION:Picture element data divided into blocks consisting of inputted 8X8 picture elements are transformed to coefficients of frequency component by a DCT transformed part 3 sequentially in the in-frame mode, and vairanle length-encoded by an encoder part 5after being quantized by a quantization part 4. While, in the inter-frame mode, the image data divided into the blocks consisting of the inputted 8X8 picture elements are differential-processed with previous reproduced image data from memory 10 by a differential processing part 2 sequentially. Such differential data, after being transformed to the coefficient of frequency component by the transformation part 3 and quantized by the quantization part 4, is variable-encoded by the encoder part 5. Variable length encoded data is outputted via a video signal multiplexer part 6 with identification flags of in-frame/inter-frame modes that are output from an encoding control part 11. |
