A signal arriving at a digital signal input terminal (1) is introduced to two paths. The signal in one path is supplied to a down-sampling processing means (3) through a low-pass filter (2). The down-sampled signal is passed through an FIR filter (4) that gives it the impulse response to desired characteristics, and then the signal is sent to an over-sampling low-pass filter (5) in which the sampling frequency of the signal is matched to that of the input signals. The signal in the other path is passed through a high-pass filter (6) which only extracts high-frequency components from the signal. The high-frequency signal from the high-pass filter and the signal from the low-pass filter (5) are combined in an adding means (7), which produces the combined output from an output terminal (8). Therefore, a frequency response can be reproduced accurately by using an FIR filter having a short tap length.
