摘要 <p>PURPOSE:To obtain the motion image coder in which compression coding is applied even to a video signal converted by the 2-3 pull-down system without decreasing the compression efficiency. CONSTITUTION:A duplicate field detection section 101 detects a same field. A still frame detection section 102 detects a same frame from the result of detection to detect a frame of a still image. A field elimination processing section 103 eliminates a coincidence field from a frame not being the still frame. A frame generating section 104 reconfigures received signals (in the unit of fields) in the unit of frames and provides an output of fields in the order of 1st and 3nd fields. A frame rate detection section 105 detects whether or not a frame rate of an image signal received in the unit time is high. A still frame elimination processing section 106 eliminates a first still frame among 5 frames with respect to the result of detection of a high frame rate. A compression coding processing section 107 applies compression coding to image data from which the still frame is eliminated as an image of 24 frames per second.</p>
