PURPOSE: To secure the operation capacity of a switching network (SN) even when the S/N is in a failure or overload state by interconnecting switching modules in accordance with logical interconnection structure and reconstituting the interconnection structure by a switching unit in accordance with a request. CONSTITUTION: The system is provided with three S/N steps ST1 to ST3, a switching unit SE and a control unit. The step ST1 includes four switching modules SM11 to SM14, the step ST2 includes four switching modules SM21 to SM24 and the step ST3 includes four switching modules SM31 to SM34. If the module SM21 is failed, maximum communication load to be transmitted by the modules SM31, SM34 is reduced to 50%, so that the control unit determines the reconstitution of the interconnection structure.
