PURPOSE:To improve the recognizing efficiency of characters by outputting the candidate characters of a candidate character string produced by a general character arrangement rule of sentences after changing the order of the candidate characters based on the contents stored in a storage means. CONSTITUTION:The image data are inputted when the characters are writren by hand and inputted to an input frame with an input pen 5. Then, the prescribed plural character data are collated with the input image data, and the image data are recognized as characters. Thus a candidate character string is produced by arranging plural character data in order of higher resemblance to the image data. The candidate character string is once stored in a candidate character string memory. Then the order of candidate characters of the candidate character string is changed by a general character arrangement rule of sentences and based on the contents of a 1st candidate character area.
