PURPOSE: To save an output(power), and to obtain an optimal parameter at the time of voice(speech) signal resumption by providing a decoder for interrupting a selecting means in the case of voice(speech) pause, and for adding a signal derived from a voice(speech) signal to a filter. CONSTITUTION: This is a voice and signal transmission system equipped with a transmitter with a voice coder, and a transmitter 2 is provided with a detector for interrupting at least the equivalent part of the voice(speech) signal coder and a means for transmitting an optimal excitation signal to a receiver 5. The receiver 5 is provided with a voice(speech) decoder 6 for reproducing the optimal excitation signal and the voice(speech) signal. The decoder 6 is provided for interrupting a selecting means in the case of voice(speech) pause and adding a signal derived from the voice(speech) signal to a filter.
