The control device of a variable code decoder comprises: a clock generator for generating a decoder clock and a frame synchronizing pulse; a signal controller for making a hold signal logic "high" state if the frame synchronizing signal is input and making the hold signal logic "low" state if a picture start pulse is input; a data decoder for decoding a shifted data, outputting the decoded data, detecting a picture start code of the frame after decoding and outputting it to the signal controller; a length decoder for outputting the code word length of the shifted data; an AND gate for transmitting or isolating the code word length of the length decoder according to the hold signal from the signal controller; and a shift controller for accumulating the code word length from the AND gate and determining the amount of the shift.
