The heat exchanger has a flat, parallel array of flat tubes (1) each with holes (10) in each sidewall near the ends. The tube ends are located in gaps (5) between the teeth (4) of two comb-shaped connecting blocks (3). Filling the spaces between tubes are fillets (2) formed mainly from corrugated strip and with ends abutting the connecting block tooth ends.A hole (8) passes transversely through the connecting block teeth in the plane of the tubes. This coincides with the tube sidewall holes, providing inlet and outlet to the tube ends for a first heat exchange medium. The second medium flows perpendicular to the tubes, through the fillets. Connecting blocks and flat tubes can be formed by extrusion and cut to length. Blocks can be coupled together.
