PURPOSE: To obtain an emulsifier composition for producing an O/W emulsion having excellent stability, water resistance or water repellency, and feel. CONSTITUTION: This emulsifier composition is based on an ester between a fatty acid and a polyglycerol having a polymerization degree of >=4 and an acyl lactic acid having carbon atoms of >=8 or its salt. The emulsifier composition has an emulsifying property not affected by pH or a compounding composition, is capable of being emulsified for use at a low concentration in a specific range, has good utility and can be used in wide fields. By using the emulsifier composition, an O/W emulsion having excellent thermal stability, feel, and water resistance or water repellency can be provided. Furthermore, the emulsifier composition is excellent in biodegradability and is not poisonous.
