PURPOSE:To provide the digital mobile communication system in which economical load for system build-up is relieved and a radio base station is selected safely and surely automatically as required. CONSTITUTION:A radio base station 101 makes a call to a call connection processing unit 103 in response to a call connection request from a mobile station 105 via a public network 104 and the call connection processing unit 103 makes a call to a subscriber terminal equipment 106 via the public network 104 to connect a received call from the radio base station 101 depending on the connection setup with the subscriber terminal equipment 106 with a call to the subscriber terminal equipment 106 to set up the communication and a changeover request is transferred from the radio base station 101 to the call connection processing unit 103 via the public network 104 depending on the radio base station changeover request from the busy mobile station 105 and the call connection changeover device 103 sets up a radio channel between the radio base station 102 and the mobile station 105 connected via the public network 104 and the call is selected.
