PURPOSE: To prevent an electric shock accident by providing a light emitting layer, a sealed type lamp container, and an electrical insulating device having a light permeable part partially provided on a conductive, light permeable coating layer formed on the outer surface of the container and on a conductive coating layer on the outer surface. CONSTITUTION: A recessed type cylinder 3 is a glass cylinder integrated with a container G by welding. The container G stores packing formed of mercury or rare glass, for instance, and this packing is excited to generate ultraviolet light. A phosphor layer P is formed as a light emitting layer for converting this ultraviolet light into visible light. This layer P covers not only the inner surface of the container G but also the surface of the cylinder 3. In order to prevent an electric shock accident, a coating layer FTO is connected to high contact wave earth potential through a decoupling capacitor 7 of capacitance Cp. This capacitance Cp is so set as to become high impedance to main power frequency but to become low impedance to high frequency and to be sufficiently lower than the resistance value of the coating layer. The low resistance value is thereby realized without interfering with light output. |
