PURPOSE:To prevent the discharge of a dangerous substance to environment due to the deficiency of a decomposition condition in the supercritical water oxidation treatment of harmful org. matter. CONSTITUTION:In this supercritical water oxidation treatment apparatus for treating harmful org. matter equipped with a preheater 6, a reactor 7 performing the decomposition treatment of harmful org. matter by an oxygen-containing fluid and a gas-liquid separator 20 performing the gas-liquid separation of the decomposition product generated from the reactor 7, a closing valve 19 is provided on this side of the gas-liquid separator 20 so as to close the passage reaching the gas-liquid separator 20. Further, the branch passage 26 allowing the passage on this side of the closing valve 19 to communicate with the inlet passage of the preheater 6 is provided and a safe stop circuit C equipped with a branch closing valve 27 and a pump 28 and refluxing the undecomposed harmful org. matter to the inlet passage of the preheater 6 is provided to the branch passage 26.
