DEVICE AND METHOD FOR ENCODING/DECODING HIERARCHY AND TRANSMISSION/RECEPTION SYSTEM

PURPOSE:To reduce the transmission rate of a high hierarchy signal and to suppress the deterioration of picture quality when an error occurs in a reception- side. CONSTITUTION:A sequential scanning video signal becomes a jumping scanning video signal in a thinning circuit 111. The jumping scanning video signal becomes the sequential scanning video signal by an interpolation processing fitted to movement, is subtracted from the original sequential scanning video signal in a subtraction circuit 122, becomes a differential sequential scanning video signal and is subjected to high hierarchy-encoding. The signal subjected to low hierarchy/high hierarchy-encoding is multiplexed in a multiplex circuit 125, is modulated in a modulation circuit and is transmitted. A transmission signal is demodulated in a demodulation circuit 140, and is separated in a multiplex circuit 141. The signals of the respective hierarcies are decoded in a high hierarchy FEC decoder 142 and a low hierarchy FEC decoder 143. For adding the signal decoded on a low hierarchy-side to the signal on a high hierarchy-side, the signal converted into the sequential scanning signal by a movement adaptation processing is added.
