PURPOSE:To make it possible to continue certificate issuing work by receiving stored data by a certificate issuing terminal even when a fault is generated in a host device by interposing a group controller between the host device and the terminal. CONSTITUTION:The group controller(GC) 20 previously stores license description information received from the host device 10 by the retrieval of a license master file 11 according to a receiving request (license number) inputted from each license preparing device 30 controlled by the GC 20 in its description information storing file 21 and sends the license description information stored in the file 21 to the device 30 issuing a preparation processing request for each person in accordance with the request. Namely the GC 20 asynchronously executes processing for storing certificate description information attending the retrieval of the file 11 in the file 21 and processing for transferring the information stored information in the file 21 to the device 30 for each person. |
