PURPOSE:To realize a priority control without providing the limit on communication for each data by deciding the order of the transmission or reception processing based on the priority discrimination information in the transmission or reception data and the priority data information registered in advance. CONSTITUTION:The priority data information to be sent and accepted from a priority data information register file 101 provided on an auxiliary storage device 100 is reported to a processing queue control part 142 for transmission data and priority discrimination means 123 and 131 of a processing queue control part 144 for the reception data. The means 123 and 131 decide the transmission or reception processing order of the data based on the priority discrimination information in the reception data and the priority data information registered in the file 101 for each data. Then, a data transmission means 126 and a data reception means 130 take out data from the priority data in succession at the transmission and reception.
