The method prepares a flat polyurethane sheet(2) to place on it a plurality of air tubes(3) at intervals of a spacing to be injected with air for inflation of the tubes, whose ends being meltfused for sealing. The inflated air tubes are melt-fused at positions of an interval to form small separate air bags and covered with polyurethane resin for foaming to form a top cover for the final product. The air tubes and the polyurethane foam sheets form a two staged shock absorbing cushion for the product to be useful for wall panels, vehicle floor sheets or bumpers.
