The apparatus is characterized in that a plurality of coils are mounted in a body of a voltage measuring unit, in that a room for battery to be tested is installed in the body thereof, a voltage stable circuit is mounted in the bottom side of the battery room and an elevation operating board in the upper side thereof, in that a VFC with a cover is operated on the upper side of the elevation operating board, in that infrared rays diode and optical cable is installed in the central hole of the cover, and in that a FVC is mounted in one side of the optical cable to thereby confirm the voltage outputted from the FVC in a display unit, the FVC being used for modulating frequency of a phototransistor.
