PURPOSE:To efficiently perform encoding and decoding in accoraance with the ASN.1 protocol with respect to the encoding and decoding control system which converts the abstract syntax and the transfer syntax in accordance with the ASN.1 protocol. CONSTITUTION:A data base l is provided which has an attribute name field defined in the abstract syntax, a type discrimination name field indicating the type of the attribute name, an additional information field, a reference information field, a value information field, and a value field as fundamental fields, and the data base 1 is retrieved by an encoding and decoding part 2 including an encoding part 5 and a decoding part 6, and the retrieval result is displayed on an operation display part 3, and an operator inputs information required to be selected, and the data base 1 is retrieved again in accordance with display contents, and actual data of the abstract syntax and the transfer syntax is converted in accordance with the ASN.1 protocol. A communication control part 4 controls communication by actual data of the transfer syntax.
