The controlling membrane (20) regulates a fuel filled control chamber (7) which feeds an emulsion chamber (26) via a fixed flow restriction (25). A fuel duct (22) from the emulsion chamber injects fuel into the inlet manifold above the throttle valve. The fuel/air mixture is controlled by a variable flow air valve (42) which regulates the air-flow into the emulsion chamber via a side air duct. The air inlet is regulated by a stepping motor (47) driven from a processor (46) which is linked to engine monitors. These include exhaust emission monitor (39), engine speed, engine temperature etc. The servo drive for the valve can be an electromagnetic proportional drive, a pneumatic drive etc.
