PURPOSE:To effectively utilize limited radio waves while avoiding conflicts with the frequencies of other base stations. CONSTITUTION:The central control part 17 of a base station 12 detects a frequency which is not used by other base stations by retrieving radio waves from peripheral base stations by a scanning control part 19 in the time between received slots of an up signal from a mobile station 11, judges whether or not the frequency is available as the frequency of its station, and makes a communication with the mobile station 11 by using the frequency when the frequency is available. The reception time of the up signal may be thinned out by one to N times to increase the frequency retrieval time of peripheral base stations. This frequency retrieval may be performed when the system is actuated.
