PURPOSE:To provide an elastic developer carrier for a developing roller and a feeding roller stable in the semiconductor region and excellent in mass productivity at a low cost. CONSTITUTION:An elastic layer 114b is formed with a semiconducting sponge- like elastic body containing a conductively processed potassium titanate whisker on a core metal 114a to constitute the elastic developer carrier 114. The specific resistance value of the conductively processed whisker is 10<1>-10<2>OMEGA.cm, and it is higher than 10<-2>-10<0>OMEGA.cm of conducting carbon black and lower than 10<4>OMEGA.cm or above of zinc oxide for a conventional filler. When the elastic body containing the conductively processed whisker as a filler is used, the elastic developer carrier 114 can have a resistance value in the semiconducting region where the resistance value has been unstable.
