upper and lower transverse members installed radially; a hollow shaft fixedly attached to a center portion of a wing which is attached by a hinge to a metal plate at an outer surface of a cylinder body; a rotatory body having the hollow shaft in which a fixing shaft is inserted into a bearing; a power inducing unit having a gear which is positioned at the hollow shaft of the lower portion of the rotatory body and is coupled with another gear, to thereby connect a generator; an annular air tube attached to an edge portion of the rotatory body; and an impact absorbing unit having an impact absorber which is installed in the center portion thereof, and a roller which is contacted to an annular groove in the lower portion thereof.
