摘要

PURPOSE:To suppress the generation of an overflow even at the time of sudden picture change such as a flash scene and to obtain a picture having no feeling of incompatibility by compressing current data by a maximum compression rate obtained from several past points of time. CONSTITUTION:A compression rate predicting part 5 finds out a quantizing parameter corresponding to (n+1) th picture data based upon a quantizing parameter determined for n-th picture data and stores the found parameter in a storage part 6 together with predicted parameters for several past frames. Then a compression rate determining part 16 selects a quantizing parameter with a maximum compression rate from the contents of the storage part 6 and determines the selected parameter as a quantizing parameter for the (n+1)th picture data and a picture compression part 2 compresses the picture data based upon the determined parameter and stores the compressed data in a buffer memory 22. Thereby even when a picture is sharply changed like a flash scene, the generation of an overflow can be suppressed by compressing data to less than limited data quantity.
