A marine tractor surface drive propulsion system (10) is provided with a housing (22) construction that can be retrofit to existing boat hulls and does not require a dedicated hull. The marine tractor surface drive propulsion system (10) comprises a parallel countershaft transmission that provides the efficiencies of a tractor surface drive. The countershaft transmission includes two countershafts (80, 82), spur idler gears (108, 110) mounted on the countershafts (80, 82), an input shaft (72), a drive gear (68), an output shaft (130), and a driven spur gear (136). In the marine tractor surface drive propulsion system (10), a portion of the housing (22) extends over and protectively shields the surface drive propeller (42) of the drive system.
