PURPOSE:To prevent reduction of battery capacity in charge and discharge operation with simple constitution by checking the time change by detecting an optical characteristic of flowing and circulating electrolyte, and controlling charge and discharge of a flowing type electrolytic cell. CONSTITUTION:A signal detected by at least one of electrolyte monitor devices 21a and 21b to optically detect an optical characteristic of electrolyte, is sent to an A/D converter 30, and is inputted to an operation processor 31 after A/D conversion. A device 31 contains a display part 32, a storage means 33, a comparing part 34 and a control signal issuing means 35. A signal detected by at least one of the means 21a and 21b is displayed on the display part 32. The optical characteristic to a time change of the electrolyte used in a flowing type electrolytic cell 2 is beforehand stored in the means 33. An optical characteristic at charge and discharge end time is setected from the one stored in the means 33. It is compared with the optical characteristic detected by the means 21a and 21b, and charge and discharge of the cell 2 is controlled by an output signal of the means 35. |
