PURPOSE: To obtain a quickly tunable optical filter having an integrated transceiver by forming plural active areas between an input frequency routing device and an output frequency routing device. CONSTITUTION: An input frequency routing device 12 receives N multiplexed input light frequency bands F1 to FN on an input waveguide 14 formed on an wafer 10. The device 12 separates the frequency bands F1 to FN and supplies separated frequency bands F1 to FN to individual output waveguides 16 connected to the outputs of the device 12. Each controllable transceiver has waveguide active areas 181 to 18N and electronic controllers 501 to 50N connected to the areas 181 to 18N. When electric energy from each controller 50 is injected into its corresponding active area 18 through an electric control line and suitably biased, the area 18 can function as a modulator, a demodulator and an amplifier for an optical signal passing the area 18.
