The handwritten character recognizing apparatus includes: a frequency information updating section (106) which, each time the reference patterns are referred to, increases a plurality of items of frequency information, which are respectively assigned to a plurality of reference patterns with respect to one object of recognition; a frequency selection computing section (107) for comparing the plurality of items of frequency information; and a dictionary maintenance section (108) which reconfigures the recognition dictionary when at least one of the differences of frequency information has reached a predetermined value.
