PURPOSE:To provide a highly efficient multi-valued reversible encoding device. CONSTITUTION:The picture encoding device is provided with a picture analyzing part 20 for analyzing an inputted multi-valued picture, an updating value determining part 60 for preparing updating information at the time of generating a probability estimating value based upon the neighboring picture element information of an analytical result outputted from the analyzing part 20, a probability estimating part 30 for generating a probability estimated value based upon the updating information prepared by the determining part 60 and the analytical result of the analyzing part 20, and a code word generating part 40 for conducting arithmetic coding based upon the probability estimated value generated from the estimating part 30.
