PURPOSE:To make it possible to perform a stable continuous operation by using a variable speed generator motor performing a speed control at a reversible pump-turbine side in power generation mode without deviating from a predetermined variable speed range. CONSTITUTION:An induction machine 1 and a hydraulic turbine 2 are equipped; a correction signal DELTAY obtained by comparing 16 an optimum rotation command Na with a detected rotating speed N is added 21 to an optimum guide valve opening Ya; a turbine output PT is controlled by adjusting the opening of the guide valve 11; on the other hand, a command PG is obtained by adding 26 a generation output correction command DELTAP1 to a generation output command Po when the rotating speed N drops below a lower limit set point Nk1g and exceeds an upper limit set point Nkug, and this command PG is input to a secondary excitation control device 3 thereby controlling the induction machine 1.
